Construction procurement: implementation

As with all construction matters, the implementation stages will benefit from the preparation and attention applied to procurement documentation. The history and past uses of previously developed sites are often complex, so it is quite likely that during construction matters will be encountered that were unforeseen in the design stages. These issues need to be managed as and when they occur. The project team should be able to demonstrate flexibility and an ability to act and respond quickly to situations, coupled with measured and effective communication skills.

 

Reviewing advisers

Depending on the nature of the procurement process, advisers’ competencies should be reviewed to establish their relevance to the construction stage.

 

Is the selected remediation strategy compatible with development planning and design?

The inherent variability of ground conditions means that construction often encounters circumstances that were not incorporated in the design stage. This has implications for the detailed dovetailing of remediation work into the design of the final development. Preparatory work undertaken within the design stages can cater for such eventualities by incorporating flexibility into construction project programming and site designs. Nevertheless, it is important to maintain a watching brief during the construction stages to ensure that the overall development package remains viable.

 

Verification

Monitoring and supervision of quality control will be required to reinforce provisions for the verification stage. Effective communication will also be important.

 

Waste

Implications at this implementation stage need to be taken into account.

 

Health and safety

Site activities should be conducted with an awareness of the management of interrelated health and safety matters that apply to the development process. Similarly, the developing health and safety plan at construction stage will cover all aspects of the site relating to both development and remediation. Close attention may be needed on the interfaces between remediation works and building and site construction, to ensure that the management of the development as a whole is effective.

 

Embracing sustainable development criteria

The provisions developed in design stages and carried forward into the procurement documents can now be put into practice.

 

Communication with planners/consultants/regulators

Provisions for maintaining dialogues need to be maintained.

 

Communications and consultations with third parties

Communications with third parties will have been planned during previous design and procurement stages. This process needs to be brought into action during construction. If not already formed, it may be advisable to establish a formal liaison group incorporating local residents and other interest groups.

 

Landfill tax exemptions
